County Manager

Newton County operates under a County Manager Form of Government, meaning employees report to an administrator for the day-to-day operations of the County. The County Manager reports to the elected Board of Commissioners who set policy and the budget for the County.

Harold Cooper began his tenure as County Manager in May of 2023. He brings a three P's approach to leading Newton County, focusing on People, Purpose and Processes.

Cooper comes to Newton County after serving as Human Resources Director of Henry County since 2019. Cooper worked for Henry County for six years, following six years at the Georgia Department of Justice.
