Sealed bids for furnishing all labor, material, equipment, and services necessary for the following work will be received at the Newton County Administrative Building, Suite 201, 1113 Usher Street, Covington, Georgia 30014, no later than 2:00 PM, local time on Wednesday, February 8, 2012, at which time the bids shall be opened and read aloud. This will be a Federally assisted contract and compliance with all applicable Federal, State, and local laws, rules and regulations is required.

Unless otherwise directed, all work under this contract shall be done in accordance with the Georgia Department of Transportation Standard Specifications Construction of Transportation Systems, 2001 Edition. Supplemental Specifications Book, 2008 edition, and applicable special provisions and supplemental specifications.

Newton County in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d

42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.

Bidders submitting a bid $2,000,000 or less must be either a prequalified contractor or a registered subcontractor with GDOT. Bidders submitting bids in excess of $2,000,000 must be prequalified with the DOT. All bidders must provide references for three projects similar in scope and constructed in the last five years.

Construction of Alcovy River/ Eastside High School 2.6 mile Multi-Use Trail

Project Description:

This project includes 2.6 miles of 10’ wide paved trail beginning at Newton County Library, 7117 Floyd Street, Covington, Ga. From the library the trail will go cross-country south to Martin Street where it will turn east, connect with the recently installed pedestrian tunnel beneath the by-pass and continue east to a ridge paralleling the by-pass. There the trail will turn east and continue to Eastside High School, 10245 Eagle Drive, Covington, Ga.

Contract Documents, Drawings, and Specifications for this Work are on file and open for inspection and may be obtained from Mary Ann Patterson, Newton County Administrative Building, 1113 Usher Street, Suite 201, Covington, GA. Printed documents are $100.00. Documents on CD are free of charge.

Bonds:

5% Bid Bond must be included with bid. The successful bidder will be required to furnish and pay 100% Performance and Payment Bonds prior to award of contract.

A Mandatory Pre-Bid Conference will be held at 1PM, local time, on January 24, in the Newton County Historic Courthouse , ground level conference room, 1124 Clark Street, Covington, Georgia 30014. Bidders are required to attend in order to submit a bid. A site visit will be part of the meeting. Questions:  All questions concerning the project shall be addressed in writing to Melissa Dion, or FAX: (770) 813-0668 no later than close of business on Wednesday, February 1, 2012. Questions after this date will not receive a response.

No bid may be revoked or withdrawn until ninety (90) days after the time set for opening the bids.

Construction must begin within 30 calendar days from the date of receipt of the Notice to Proceed, as evidenced by official receipt of certified mail or acknowledgment of personal delivery, and must be completed within 180 calendar days from and including the date of receipt of such notice.

The Newton County Board of Commissioners reserves the right to reject any or all bids or to waive any informalities in the bidding and to re-advertise.

Advertisement for Bidders

Sealed Bids will be received by the Newton County Board of Commissioners, Newton County, Georgia at the Newton County Board of Commissioners County Manager's Office, Administration Building, 1113 Usher Street, Suite 201, Covington, Georgia 30014 until:

at which time and place the proposals will be publicly opened and read aloud.  Proposals received after the designed time will not be considered.  The OWNER of the project is the Newton County Board of Commissioners.  The ENGINEER for the project is Infratec Consultants, Inc.

The Project generally consists of the following major items:

The work includes, but is not limited to, all labor, materials and incidentials necessary to construct a fish barrier downstream of the labyrinth weir spillway at Lake Varner.

Bidders shall inform themselves concerning Georgia Laws and comply with same.

Bidding documents may be obtained from the issuing office, Infratec Consultants, Inc., 1301 Hightower Trail, Suite 130, Atlanta, Georgia  30350, upon payment of $100.00 for each set of documents.  Bidding documents will also be available at the County Manager's office of the Newton County Board of Commissioners.  Return of the Documents is not required, and the payment is non-refundable.  The OWNER is not obligated to consider a bidder's proposal, if bidder is not on record with the issuing office as having received complete Bidding Documents.

The time allowed for Substantial Completion is 90 days, and the time allowed for completion and readiness for final payment is 120 days from the date of commencement.


Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount.


The successful bidder will required to furnish the necessary additional Bond(s) as described in the Bidding Documents.  All Bids will remain subject to acceptance for sixty days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.


The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise.  Before a Contract will be awarded for the work proposed herein, the Owner will conduct such investigations as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract.  Upon request, the Bidder shall submit such information as deemed necessary by the Owner to evaluate the Bidder's qualifications.

INVITATION FOR PROPOSAL

SALEM ROAD OVERLAY DISTRICT

The Newton County Board of Commissioners is soliciting competitive sealed proposals from qualified consultants to develop ordinances for a Salem Road Overlay District.

Proposals must be returned in a sealed container marked on the outside with the proposal number and Company Name.  Proposals will be received until 10:00 AM, local time, Monday February 6, 2012 at the Newton County Administrative Services, Administrative Building, 1113 Usher Street, Suite 201, Covington, Georgia 30014. 
Any proposal received after this date and time will not be accepted

A Non-Mandatory pre-proposal conference is scheduled for 10:00 AM, Monday, January 23, 2012 at the Newton County Administrative Services, at the above address.  All consultants and subcontractors that are members of the consultant’s team are encouraged to attend.

The proposal packages may be reviewed and requested by email from Newton County Administrative Services (address above), Mary Ann Patterson, 678-625-1230 or .

Questions regarding proposals must be directed by email to  no later than Friday, January 27, 2012.   Proposals are legal and binding upon the bidder when submitted.  One original and six (6) copies must be submitted.

Project Description:

The Work includes, but is no limited to, all labor, materials and incidentals necessary to craft an overlay district for the Salem Road corridor based on on-going community planning efforts to transition the Salem Road area from a suburban corridor to a more cohesive planned community in keeping with goals and objectives of Newton County’s Comprehensive Plan and the 2050 Vision Plan. 


Any proposer desiring to do business with Newton County must provide a Business License.

Bonds:  5% Bid Bond (to be included with proposal).


The time allowed for Substantial Completion is approximately 8 months.


The written proposal documents supersede any verbal or written prior communications between the parties.

Selection process:  Newton County Administrative Services and Evaluation Committee will make recommendation of the award.  Evaluation criteria will consist of Contractor price, Qualifications and experience of Consultant as well as prior experience with similar projects.

            Separate sealed BIDS for Cornish Mountain Tank Rehabilitation will be received by Newton County at the Newton County Administrative Building 2nd Floor Conference Room located at 1113 Usher Street, Covington, GA 30014 until 2:00 PM, Local Time on February 23rd, 2012 and then at said office will be publicly opened and read aloud. The project includes the surface preparation and interior/exterior painting of a 3MG welded steel ground storage tank, and associated work.

All bids must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the Base Bid.  Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract amount, will be required of the successful bidder.  Bonds must be written by an acceptable Surety Company licensed to do business in the State of Georgia and listed in the Department of the Treasury, Circular 570, latest edition.

NOTE:  Contractor and all subcontractors must obtain a business license in Georgia, be fully insured, and be a Licensed Contractor in the State of Georgia.

INSURANCE: Contractor shall maintain the following insurance (a) comprehensive general liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than $1,000,000 per occurrence; and (b) commercial automobile liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than $1,000,000 per accident (c) statutory worker’s compensation insurance, including $1,000,000 employer’s liability insurance (d) employee dishonesty and/or crimes coverage with respect to personnel of Contractor having access to County buildings, with limits of no less than $50,000 per occurrence.  All insurance shall be provided by an insurer(s) acceptable to the County, and shall provide for thirty (30) days prior notice of cancellation to the County.  Upon request, Contractor shall deliver to the County a certificate or policy of insurance evidencing Contractor’s compliance with this paragraph.  Contractor shall abide by all terms and conditions of the insurance and shall do nothing to impair of invalidate the coverage.

The successful bidder shall secure and pay for all permits, assessments, charges or fees required in connection with the proposed construction. Answers to all questions shall be provided a minimum of 72 hours prior to the time of the bid.

Newton County reserves the right to reject any or all bids, including without limitation, the right to reject any and all nonconforming, non-responsive, unbalanced or conditional bids and to reject the bid of any bidder whom Owner believes would not be in the best interest of the Project to make an award to that bidder whether because the bid is not responsive, the bidder is unqualified, or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner .
